Water Tanks Steam ran the locomotives on the railroad in the early years. Water was normally stored in elevated tanks so the locomotives could be filled by gravity flow. When possible, the source for the water, a river, creek, or spring, would be tapped into above the tank and a pipe run to the tank with gravity flow. Sometimes a cistern with pump would be required.
